Administration Committee​

The Administration Committee recommends on matters regarding the City Council’s personnel and Civil Service; intergovernmental relations with county, state, and federal authorities; legislative matters and the Council’s interoffice budget.

Budget and Finance Committee​

The Budget and Finance Committee recommends on matters pertaining budget and taxing ordinances; public revenue; bonds and other debt; tax officials and collectors; Department of Finance; and licensing and pension funds.

Committee of the Whole

The Committee of the Whole is comprised of the entire membership of the Council, convened by the President of the Council to discuss items of general interest. At the conclusion of its deliberations the committee of the whole reports its recommendations.

Economic Development Committee​

The Economic Development Committee makes recommendations to the Council for appointments to various Boards including; Industrial Development Board, Birmingham Trade Mart Authority, Revolving Loan Administration, Downtown Redevelopment Authority and the Birmingham Construction Industry Authority.

Education Committee​

The Education component makes recommendations for appointments to the Library Board, Citizen Participation Election Contest Committee, Jefferson County Department of Human Resources Board, Educational Building Authority, Birmingham Youth Advisory Commission, Homeless Advisory Committee and the Boards and Agencies Training Committee.

Governmental Affairs and Public Information Committee

The Governmental Affairs and Public Information Committee will be charged with developing legislative policies to enhance the city’s overall productivity while making a concerted effort to increase public participation through community outreach initiatives and technology. This committee also will fulfill the Council’s mandate to govern as the policy-setting and legislative branch of Birmingham city government.

Park and Recreation Committee

The Park and Recreation Committee makes recommendations for appointments to the Park and Recreation Board. Recommendations for appointment are then presented to the full council for approval. Requests for items on the Parks and Recreation Committee agenda should be sent to the Committee Chairperson Council President William Parker. Items brought before the Committee are either recommended for approval or denial.

Planning And Zoning Committee

The Planning & Zoning Committee considers matters related to zoning, planning functions, comprehensive development and land use plans. Requests to rezone property are presented first to the Zoning Advisory Committee of the Birmingham Planning Commission. This committee holds a public hearing and makes a recommendation to the City Council. The Planning & Zoning Committee reviews the request along with the ZAC recommendation and then makes its recommendation to the Council.

Public Improvements and Beautification Committee

The Public Improvements and Beautification Committee is charged with making recommendations to the Mayor’s office on issues that affect: condemnation or demolition of dilapidated structures, engineering projects, inspection services, street and sanitation matters, and sanitary landfills. Request items for the Public Improvements and Beautification Committee should be sent to the Committee Chairperson.

Public Safety Committee

The Public Safety Committee recommends on matters regarding public safety, generally; Birmingham Police Department; Birmingham Fire Department; and Emergency Management.

Transportation Committee

The Transportation Committee recommends on matters pertaining to transportation, generally; airport and aviation; traffic engineering; parking facilities, and the Birmingham Transit Authority.

Utilities/Technology Committee

The Utilities/Technology Committee reviews constituents’ complaints relative to existing utilities within the city limits and coordinates with utilities liaisons to bring about solutions.
